CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 80-157 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />INFORMING THE EAST BAY REGIONAL PARK DISTRICT OF ITS <br />QUALIFIED OPPOSITION TO THE WATER SLIDE PROPOSED FOR <br />SHADOW CLIFFS PARK <br /> <br />WHEREAS, <br /> <br />the City Council held an open hearing on May 13, 1980, to <br />allow the East Bay Regional Park District, (hereinafter <br />District), Water Slide Developers and citizens to cormnent <br />on the water slide proposal; and <br /> <br />WHEREAS, <br /> <br />at that meeting the Council urged the District to do a full <br />EIR and not use the abbreviated conditional negative decla- <br />ration process; and <br /> <br />WHEREAS, the District decided to do an EIR due to significant public <br /> controversy about the proposal; and <br /> <br />WHEREAS, the City Council has received and reviewed the Districts <br /> draft EIR; and <br /> <br />WHEREAS, <br /> <br />the City Council intends to inform the District at the <br />earliest possible time of its position with regard to the <br />water slide proposal by presentation at the Districts <br />public hearing of June 11, 1980; and <br /> <br />WHEREAS, <br /> <br />the City Council intends to follow up that presentation <br />with detailed response to the draft EIR prior to the <br />deadline of June 23, 1980; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1. To inform the developer and District that the City Council <br /> has serious concerns over the proposed location of a water <br /> slide at Shadow Cliffs Park, and opposes such a development <br /> unless significant street improvements are constructed to <br /> avoid the addition of water slide traffic to Pleasanton's <br /> already congested Central Business District. Improvements <br /> that would avoid the addition of such traffic include the <br /> aquisition and construction of a public road between Stanley <br /> Boulevard and 1-580 to the east of Pleasanton or the comple- <br /> tion of the Valley Avenue link between Stanley Boulevard and <br /> Santa Rita Road. <br /> <br />Section 2. The Council emphasizes that it does not oppose the con- <br /> struction of a water slide in the Livermore-Amador Valley <br /> and believes that a slide could provide additional recrea- <br /> tional opportunities to Valley residents. However, any <br /> slide should be constructed in a location with nearby free- <br /> way access, such as the western portion of the Alameda County <br /> Fairgrounds. <br /> <br />III <br /> <br /> <br />
