WHE~AS, WHEREAS, WHEREAS, MEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 80-333 RESOLUTION DENYING APPEAL OF INTERSTATE UNIFORM RENTAL SERVICE, INC. FROM THE DECISION OF THE PLANNING COMMISSION DENYING INTERSTATE'S APPLICATION FOR A CONDITIONAL USE PERMIT TO EXPAND THEIR EXISTING FACILITY AT 65 RAY STREET the Planning Commission of the City of Pleasanton on August 13, 1980 denied UP-80-14, the application of Interstate Uniform Rental Services, Inc. (hereinafter referred to as Interstate) for a conditional use permit to allow the expansion of the industrial laundry located at 65 Ray Street; and Interstate appealed the decision of the Planning Commission to the City Council to be heard on September 16, 1980 by the City Council; and Interstate requested a continuance to the meeting of October 28, 1980 to prepare their information; and on October 28, 1980, a hearing was held in which Inter- state provided testimony as to the basis for its appeal; and the public hearing was continued to December 9, 1980 to allow the opponents of the conditional use permit to prepare a response to Interstate's testimony; and on December 9, 1980 the public hearing was re-opened and opponents as well as Interstate provided significant additional testimony; and the public hearing was closed and the matter continued for decision to December 23, 1980; and Interstate is located in the C-S (Commercial Services) District, which zoning district is intended for heavy commercial use such as industrial laundries; and Interstate's operation requires a conditional use permit as it is a "laundry plant;" and Interstate also requires a conditional use permit as it is a "radioactive materials use;" and Interstate has requested a permit to expand its existing use by 2,500 square feet for storage only; and
