Section 4. A certified copy of this resolution shall be transmitted <br /> to the Alameda County Local Agency Formation Commission. <br /> <br />Section 5. It is their intention that any approval of develop- <br /> ment of the property will be conditioned that the <br /> development of the parcel will not be allowed until <br /> completion of a roadway connection of Pico Avenue <br /> from Vineyard Avenue to Stanley Boulevard or other <br /> satisfactory traffic mitigations are approved. <br /> <br />Section 6.
