TRAVASSO <br />FROM THE DECISION OF THE POLICE CHIEF REGARDING <br />CARD ROOM PERMIT APPLICATION <br /> <br />on January 23, 1977, the City Council approved the <br />transfer of a card room permit from William and Shirley <br />Quebbeman to Wallace Travasso and Michael Bettencourt <br />for 537 Main Street, "The Castle;" and <br /> <br />on March 3, 1979, the Police Department issued to The <br />Castle a Special Police Permit which on its face expires <br />on March 5, 1980; and <br /> <br />on October 8, 1980, the City Health Department closed <br />The Castle for gross health and safety violations; and <br /> <br />on November 25, 1980, the Council was informed by staff <br />that the permit held by Bettencourt and Travasso had <br />expired on March 5, 1980 and Council directed staff to <br />prepare an ordinance amendment that would limit the <br />number of card rooms permitted in the City to one; and <br /> <br />on December 9, 1980, the City Council introduced an <br />amendment that changed two sections of the card room <br />article limiting the card rooms to one, the existing <br />one on the date of the amendment; and <br /> <br />on December 12 and 17, 1980, Mr. Travasso and his <br />attorney attempted to apply for a permit by tendering <br />a $20.00 fee for the permit and an application; and <br /> <br />on December 22, 1980, the City Attorney responded to the <br />attorney for Mr. Travasso informing him that the Police <br />Department would not accept Mr. Travasso's application <br />as he did not have a legal business site in which to <br />open a card room and informing him of the appeal procedures <br />of the Pleasanton Ordinance Code on card room permits; and <br /> <br />on December 23, 1980, the City Council adopted the <br />amendment to the card room regulations limiting the <br />number of permits to one; and <br /> <br />on January 2, 1981, an appeal to the City Council was <br />filed regarding the actions of the Police Chief on <br />Mr. Travasso's application; and <br /> <br />on January 27, 1981, the appeal was heard by the Council, <br />after which the Council set February 10, 1981 as the <br />date to decide the appeal. <br /> <br /> <br />
