(d) Mitigation measures suggested in the EIR (buffer zones <br />and building codes) apply to new structures. The already existing <br />and approved projects along these routes are incapable of including <br />such measures. The EIR should include mitigation measures relative <br />to these uses. <br /> <br />7. Traffic <br /> <br />(a) Trip Destination <br /> <br /> (1) If, as assumed in the energy and alternative sections, <br />trips are anticipated to be roughly five miles in length, the <br />distribution of trips southbound on 1-680 should probably be <br />sharply reduced. <br /> <br /> (2) The assumed destinations on page 24 total far more <br />than 100%. Correction and adjustments in analysis should <br />be made. <br /> <br />(b) Level of Service Calculation <br /> <br /> (1) The turning movement counts have not been included <br />in the Draft EIR as indicated. <br /> <br /> (2) Level of Service calculations including projected <br />traffic volumes (see North Pleasanton Traffic Study, Volumes <br />I and ti, and Traffic Analysis for Proposed Farmers' Insurance <br />Offices for mid- and long-range traffic projections for <br />a~F~d streets) should be done for all affected streets. In <br />addition, emphasis should be placed on operational characteristics <br />of the trucks (circulation, dust, intimidation, etc.) for all <br />possible routes. In particular, analysis of the impact of <br />the presence of trucks upon the future linked timing of traffic <br />signals on Foothill Road and Stoneridge Drive should be made. <br /> <br />(c) Access Road Problems <br /> <br /> (1) The EIR should include a more detailed discussion <br />of the mitigation measures included in the report for arranging <br />for queuing and for alternative access locations. <br /> <br /> (2) The pQssibility of requiring a traffic signal at the <br />quarry entrance should be addressed in light of future traffic <br />volumes on Foothill Road and the problems gravel trucks <br />present when merging and crossing traffic. <br /> <br /> (3) Further discussion of the location of the access <br />road and queuing facilities is necessary for all suggested <br />alternatives and for the road should a west to east phasing <br />scheme be required. Impacts associated with each alternative <br />should be addressed. It appears that this information will <br />be critical to the definition of the overall operations of <br />the proposed quarry and to the type of mitigation measures <br />which will be considered. <br /> <br />-3- <br /> <br /> <br />
