<br /> <br /> RESOLUTION NO. PC-2025-21 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RECOMMENDING THE CITY COUNCIL APPROVE A PUD MAJOR MODIFICATION <br />APPLICATION FOR PUD-54'S APPROVED DEVELOPMENT PLAN TO INSTALL AN <br />ELECTRIC GATE AT THE ENTRANCE TO WINDING OAKS DRIVE. <br /> AS FILED UNDER CASE NO. PUD-54-01M. <br /> <br />WHEREAS, on April 25, 2025, Tony and Linda Brunetti on behalf of Winding Oaks Drive <br />residents (“Applicant”) applied for a Planned Unit Development (PUD) Major <br />Modification approval under Case No. PUD-54-01M to install a gate at the entrance <br />to Winding Oaks (“Property); and <br /> <br />WHEREAS, the Property is designated Low Density Residential and Open Space in the General <br />Plan; and <br /> <br />WHEREAS, the Property is located within the PUD-54 area, following the development plan <br />approved by City Council Ordinance 1938; and <br /> <br />WHEREAS, on October 22, 2025, the Planning Commission held a duly noticed public hearing <br />and considered relevant exhibits, recommendations of the City staff concerning <br />this application, and received testimony from the applicant and interested parties; <br />and <br /> <br />NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of Pleasanton, <br />that prior to taking action of the Project, and at a properly noticed public meeting, <br />the Planning Commission reviewed oral staff reports, took testimony and received <br />into the record all pertinent documents related to the Project (collectively the <br />“Record Evidence”). The Planning Commission’s determination is based on the <br />Record Evidence, which is incorporated into this resolution by reference. <br /> <br />BE IT FURTHER RESOLVED by the Planning Commission of the City of Pleasanton: <br /> <br />Section 1: The project is within the scope of the Vineyard Avenue Corridor Specific Plan <br />(VACSP) Environmental Impact Report (EIR). No additional environmental review is required <br />under the California Environmental Quality Act (CEQA) Section 15162 because no substantial <br />changes to the PUD are proposed, no substantial changes have occurred with respect to the <br />circumstances under which the project is undertaken, and no new information of substantial <br />importance shows that the project will have one or more significant effects not discussed in the <br />previous EIR. <br /> <br />Section 2: Findings for PUD-54-01M <br />With respect to the PUD application, PUD-54-01M, the Planning Commission makes the <br />following findings and determinations with respect to each of the considerations for approval of a <br />PUD Development Plan as required by Section 18.68.110 of the Pleasanton Municipal Code <br />(PMC): <br /> <br /> <br />Docusign Envelope ID: 63163211-FC8F-4F3F-A005-3BD4A6E50863
