RESOLUTION NO. PC-2025-20 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RECOMMENDING THE CITY COUNCIL APPROVE AN AMENDMENT TO THE <br />VINEYARD AVENUE CORRIDOR SPECIFIC PLAN TO ALLOW THE INSTALLATION OF <br />GATES ON PRIVATE DRIVES AT THE DISCRETION OF THE COMMUNITY AND <br />ECONOMIC DEVELOPMENT DIRECTOR OR THEIR DESIGNEE. (P25-0294) <br />WHEREAS, on June 1, 1999, with the adoption of Ordinance 1782, the Vineyard Avenue <br />Corridor Specific Plan (VACSP) was established; and <br />WHEREAS, on August 28, 2025, Tony and Linda Brunetti on behalf of Winding Oaks Drive <br />residents (“Applicant”) submitted an application to amend the VACSP to allow the <br />installation of gates on private drives at the discretion of the Community and <br />Economic Development Director or their designee; and <br />WHEREAS, on October 22, 2025, the Planning Commission held a duly-noticed public <br />hearing and considered relevant exhibits, recommendations of the City staff <br />concerning this application, and received testimony from the applicant and <br />interested parties; and <br />NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of <br />Pleasanton, that prior to taking action of the Project, and at a properly noticed <br />public meeting, the Planning Commission reviewed oral staff reports, took <br />testimony and received into the record all pertinent documents related to the <br />Project (collectively the “Record Evidence”). The Planning Commission’s <br />determination is based on the Record Evidence, which is incorporated into this <br />resolution by reference. <br />BE IT FURTHER RESOLVED by the Planning Commission of the City of Pleasanton: <br />Section 1: The Planning Commission finds that the project is within the scope of the VASCP <br />Environmental Impact Report (EIR). No additional environmental review is required under the <br />California Environmental Quality Act (CEQA) Section 15162 because no substantial changes <br />to the PUD are proposed, no substantial changes have occurred with respect to the <br />circumstances under which the project is undertaken, and no new information of substantial <br />importance shows that the project will have one or more significant effects not discussed in the <br />previous EIR. <br />Section 2: The Planning Commission finds that the proposed amendments to the VACSP are <br />consistent with the goals and policies of the General Plan . <br />Section 3: The Planning Commission recommends to the City Council approval of Case No. <br />P25-0294, application to amend the VASCP to allow the installation of gates on private drives <br />Docusign Envelope ID: EF8D90EF-F3F7-49A3-BE14-2EB094159045
