<br /> <br />RESOLUTION NO. PC-2025-23 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />PLEASANTON RECOMMENDING THAT THE CITY COUNCIL APPROVE <br />AMENDMENTS TO CHAPTERS 18.08, 18.12, 18.20, 18.22, 18.68, 18.103, 18.104, <br />18.105, 18.110, 18.116, 18.124, 18.128, 18.132, AND 18.144 OF THE PLEASANTON <br />MUNICIPAL CODE TO IMPLEMENT MODIFICATIONS TO DESIGN REVIEW, <br />NOTICING, APPEALS, AND OTHER PROCESS STREAMLINING. [CASE P25-0352] <br /> <br />WHEREAS, on July 15, 2025, the City Council conducted a workshop to identify its top <br />priorities for the next two Fiscal Years. This direction was affirmed at the <br />City Council’s August 19, 2025, meeting to include, as a priority project, <br />amending the Pleasanton Municipal Code (PMC) and improving processes <br />to simplify permitting, reduce delays, streamline Design Review, and <br />support business and retail attraction; and <br /> <br />WHEREAS, PMC Chapter 18.20 - Design Review has not undergone comprehensive <br />updates since 1993; and <br /> <br />WHEREAS, the broad applicability of PMC Chapter 18.20 and outdated provisions often <br />results in extended project approval timelines and resource demands for <br />property owners, businesses, and staff; and <br /> <br />WHEREAS, the processes for public noticing and appeals also contribute to project <br />delays and added costs for property owners and businesses.; and <br /> <br />WHEREAS, the proposed amendments are consistent with the ONE Pleasanton <br />Strategic Plan Strategy B Optimizing our organization - Evaluate the <br />organization’s structure of community engagement opportunities (such as <br />commissions and committees, and citizens’ academy) to improve <br />information sharing, optimize staff efficiency, and provide greater service to <br />the community; and <br /> <br />WHEREAS, the proposed amendments are consistent with Housing Element Goal 4: <br />Reduce governmental constraints to the development and improvement of <br />housing where feasible; and <br /> <br />WHEREAS, the proposed amendments are consistent with Economic Development <br />Strategic Plan Initiative 3.1.d: Evaluate retail permitting processes for <br />opportunities to support and expedite and Initiative 5.1: Create business <br />roadmap to provide clear pathway for zoning and permitting ; and <br /> <br />WHEREAS, the Planning Commission reviewed the amendments to the PMC at its <br />October 22, 2025, meeting and recommended approval of the <br />amendments by the City Council; and <br />Docusign Envelope ID: 41391B8A-D45A-4EA6-984D-8FD466A2D754
