SUPPLEMENTAL MATERIAL <br />Responses to City Council Agenda Items — October 21, 2025 <br />Regular Meeting <br />Agenda Item #19: Approve Discounts to the Utility Discount Billing Program <br />Based on the increasing water rates now passed, what are the impacts/implications <br />to the long-term sustainability of a discount program of any notable discount <br />amount? <br />A. The Utility Discount Program is funded through the City's General Fund. With the <br />recent increase in water rates, it is anticipated that more residents may seek to <br />participate in the program, and program costs could increase. While actual <br />participation is difficult to project, 2023 Census data indicates that approximately <br />3,720 households in Pleasanton currently qualify for the PG&E CARE Low - <br />Income program based on household income. <br />Given thatthe General Fund is currently in a structural deficit and the City <br />continues to seek sustainable revenue sources, the long-term sustainability of <br />any significant discount program remains uncertain.All General Fund—supported <br />subsidy programs, including utility discounts, and other subsidies may be subject <br />to reduction or elimination in future budget cycles, depending on City Council <br />priorities and available funding. <br />2. For the current enrollees, what are the average water consumption levels? <br />a. Senior = 3,200 users = $141 / year = Consumption? <br />A. Usage fluctuates seasonally. <br />Summer Usage: Based on the most recent billing cycle, around 1,500 eligible <br />senior customers (out of the 3,200 senior customers) used 24 units or less. <br />The average was 13.6 units for summer usage. <br />Winter Usage: Based on last winter's billing cycle, around 2,840 of the eligible <br />senior customers used 24 units or less. The average was 9.5 units for winter <br />usage. <br />b. Low-income= 225 users= $244 /year= Consumption? <br />A. Summer Usage: Based on the most recent billing cycle, around 160 eligible <br />low-income customers (out of the 225 low-income customers) used 24 units <br />or less. The average was 12.7 units for summer usage. <br />
