How did the 5th story get approved last year? Staff level or was there a public/Council approval? A. A Planned Unit Development (PUD) Modification was approved in January 2025, which included the 5th story, site modifications, and other exterior building design changes, by the Director of Community Development with notice to the Planning Commission and City Council as prescribed by the Municipal Code. Agenda Item #7: Approve the Housing and Human Services Grant Program and the Action Plan for the Use of Community Development Block Grant Program 2. Why was Tri -Valley Haven Pantry funded at a lower level (seems like it scored well)? A. At the time of the March Human Services Commission meeting, the exact amount of available General Funds had not yet been finalized, and the federa Community Development Block Grant (CDBG) allocations had not been announced. Consequently, the Commission focused on prioritizing the allocation of available resources to highly rated, eligible grant applications, including Tri -Valley Haven's Homeless and Family Support Services program, which encompasses the Food Pantry. Following a subsequent reduction of General Funds to $100,000 in the approved budget, City staff reviewed funding eligibility and determined that the Tri -Valley Haven homeless shelter qualifies for support through the Lower Income Housing Fund (LIHF). While this program received a high rating there were two other programs in the LIHF funding queue that rated higher and funding recommendations were adjusted accordingly.
