SUPPLEMENTAL MATERIAL <br />Responses to City Council Agenda Items — July 15, 2025 <br />Regular Meeting <br />enda Item #5: Adoot a resolution aDDrovina the Second Amendment to the Affordable <br />Housing Agreement between the City of Pleasanton and Avalon Pleasanton, L.P., for <br />the Avalon Pleasanton residential development, as filed under Case No. PUD -85-08- <br />1 D -6M <br />1. How did the 5th story get approved last year? Staff level or was there a <br />public/Council approval? <br />A. A Planned Unit Development (PUD) Modification was approved in January <br />2025, which included the 5th story, site modifications, and other exterior <br />building design changes, by the Director of Community Development with <br />notice to the Planning Commission and City Council as prescribed by the <br />Municipal Code. <br />Agenda Item #7: Approve the Housing and Human Services Grant Program and the <br />Action Plan for the Use of Community Development Block Grant Program <br />2. Why was Tri -Valley Haven Pantry funded at a lower level (seems like it scored <br />well)? <br />A. At the time of the March Human Services Commission meeting, the exact <br />amount of available General Funds had not yet been finalized, and the federa <br />Community Development Block Grant (CDBG) allocations had not been <br />announced. Consequently, the Commission focused on prioritizing the <br />allocation of available resources to highly rated, eligible grant applications, <br />including Tri -Valley Haven's Homeless and Family Support Services program, <br />which encompasses the Food Pantry. <br />Following a subsequent reduction of General Funds to $100,000 in the <br />approved budget, City staff reviewed funding eligibility and determined that <br />the Tri -Valley Haven homeless shelter qualifies for support through the Lower <br />Income Housing Fund (LIHF). While this program received a high rating there <br />were two other programs in the LIHF funding queue that rated higher and <br />funding recommendations were adjusted accordingly. <br />
