annexed into the existing GHAD. The budget for this district assumes the potential for a <br />significant repair of the hillside slopes once every ten years. <br />Lemoine Ranch Estates <br />The Engineer's Report for the Lemoine Ranch Estates GHAD provides that funding is <br />needed for the following: inspection, repair of the surface drainage improvements such <br />as the concrete v- ditches and storm drain outlets including detection and mitigation of <br />potential geologic hazards, slope stabilization, erosion control, routine maintenance, site <br />inspection, preparation of the Engineer's Report and City administrative costs. This will <br />be the third year of assessments for Lemoine Ranch Estates GHAD. The parcel <br />assessment has been increased 6.6 percent for inflation from $566 to $603. There are <br />no City -owned parcels within this GHAD. With 12 properties within the District, this <br />year's budget will be $7,236. The Lemoine Ranch Estates GHAD will have a fund <br />balance of $39,101. (The developer was required to fund the GHAD in the amount of <br />$1,000 per lot at the time of the final map approval.) <br />PUBLIC COMMENT <br />In the past, staff has held informational meetings with property owners from each <br />District to promote a better understanding of these districts. Over the last several years <br />only one resident has attended these meetings. The single resident expressed concerns <br />about erosion that was taking place on the hillside above the homes within the Oak Tree <br />Farm development. Staff has addressed this issue over the last four years as the <br />budget allowed. These repairs are now complete. <br />Staff had considered having an informational meeting this year because of the <br />annexation of the Kolb Ranch Subdivision to the Laurel Creek GHAD; however, there <br />has been only one occupancy within the Kolb Ranch Subdivision, to -date. <br />Consequently, staff is suggesting postponing the meeting until next year, when there <br />will be new residents within this GHAD. A public notice will be sent to all residents within <br />each of the GHADs, notifying them that this staff report is available on the City's website <br />(in addition to the normal noticing information).
