Data from the 1996 study shows the maximum noise levels <br />due to use of the range would be about 62 dBA Lm~ at ground level on the site behind the <br />existing sound wall and up to 74 dBA L,,,a,; at second-story elevations overlooking the sound <br />wall. The day/night average noise level resulting from the firing range was estimated to be about <br />30 DNL in outdoor activity azeas and 40 DNL at the second-story overlooking the OSC. <br />The normal operating hours for the OSC are 7:00 AM to 3:30 PM, Monday through Friday. The <br />site is used intermittently during the weekends and at other hours of the day and night. <br />Nighttime use is limited to response to emergencies when trucks must leave and return to the <br />center. There is also an engine generator located at the OSC which is tested weekly. Afire <br />training center is located on the eastern side of the site. During the I&R noise survey, the fire <br />deparhnent was running drills at the fire training center. The average noise level measured near <br />the project site (on the OSC property) was 59 dBA Ley. The average noise level dropped to 48 <br />dBA L~ during the morning measurement period when activities at the fire training center <br />stopped. The movement of materials around the OSC requires occasional use of bulldozers and <br />backhoes. This equipment typically generates noise levels of approximately 85 dBA at a <br />distance of 50 feet. These pieces of equipment do not normally operate at the OSC but may <br />infrequently generate intermittent noise levels during the daytime. <br />No major roadways adjoin the site. The nearest freeway is over a mile away. The project site <br />would not be exposed to significant traffic noise levels. The site is located about 1.8 miles from <br />Livermore Airport. A review of the Airport noise contour map in the City General Plan shows <br />that the site is located about 0.8 mile outside the 60 La„ contour. The aircraft noise exposure at <br />the site is estimated to be less than 55 dBA Ld,,. Aircraft noise was not noted in the 1996 noise <br />study and was not noted during the I&R site visit in March 2008. <br />The only other sources of noise affecting the project site aze noise from current construction <br />activities to the west and distant industrial facilities to the south. Backup beepers aze <br />occasionally audible from these various sources and was noted in 1996 and 2008. No other <br />sources of noise make a significant contribution to the noise environment at the project site. <br />Analysis <br />Residential development in Pleasanton is considered compatible with the noise environment if <br />the noise exposure is 60 dBA DNL or less. Traffic noise at the project site is currently expected <br />to be less than 60 dBA DNL along Mohr Avenue. This is the only roadway that adjoins the <br />project site. The distance and shielding is sufficient to attenuate all of the roadway traffic to a <br />less-than-significant level. The noise exposure at the project site is less than 60 dBA DNL; so on <br />an average basis, the noise environment is compatible for the proposed residential development. <br />
