Aa a Responsible Agency, pursuant to the California Environmental Quality Act (CEQA), the <br />Alameda .Local Agency Formation Commission (LAFCo) will rely on the City's environmental <br />documentation in tho consideration of any subsequent change of organization or sphere of influe~e <br />applications related to this project. <br />Potential environmental impacts relating to proposed LAFCo actions must be quantified, mitigated to the <br />maximum extent feasible, and fully disclosed. LAFCo's policies list factors that we must consider <br />including CEQA compliance, agriculturo, Williamson Act contracts, reorganizations and other LAFCo <br />concerns. <br />LAFCo submitted a letter, dated May 23, 2007, in response to the Notice of Preparation (NOP) of the <br />Draft EIR for the Staples Ranch Project. Many of the issues raised in that letter have been addressed in the <br />Draft'EIR The outstanding issues include: <br />Prime Agricultural Lands <br />The Drag EIR acknowledges that a portion of the site meets the LAFCo's Cortese-Knox-Hertzberg Act <br />definition of Prime Agricultural Lands (even though not considered Prime I:armlands by the California <br />Farmland Mapping and Monitoring Program); Some of the soils on site meet two of LAFCo's five <br />definitions of Prime Agricultural soils: <br />1) Class I or II soils; <br />2) Rate 80 through 100 Storie Index.
