Ms. Dennis asked what the 15% of the units represented. Was it low and very low or <br />what? <br /> <br />Mr. Bocian said it was 15% low up to moderate priced. <br /> <br /> Mr. Dennis felt the moderate units had been reached. So the 15% means that 15% of the <br />total housing units should be for 80% of the median income and below. Of the current units, <br />how many are moderate and how many are low and very low. <br /> <br />Mr. Bocian did not know at that moment. <br /> <br /> Ms. Dennis felt most of the current units were for moderate income families. She wanted <br />the methodology to make sure that the calculations met the General Plan goals. She did not want <br />to reach the end of the cap and realize there were missing affordable units. <br /> <br /> Ms. Ayala believed that the duet units on the Bemal property will be about $200,000 and <br />will be next to million dollar houses. Somewhere in this, she has not found the mix she was <br />looking for and has grave concerns for that particular project. She felt in order to meet the <br />requirements for low and very low income units, it will have to be done with rental units. She <br />felt more needs of the community could be met by going in that direction aggressively. She did <br />not agree with the 3% of sales price fee and felt it only raised the price of homes in the <br />community. Everyone says they want affordable housing, but are they willing to pay for it. In <br />her estimation the only way to provide affordable housing was through rentals. <br /> <br />Ms. Michelotti did not know where the land was available for high density development. <br /> <br />Mayor Pico said that would be reviewed in the near future. <br /> <br />Ms. Dennis asked if Ms. Ayala agreed with looking more to the COl for fees? <br /> <br />Ms. Ayala agreed with that. <br /> <br /> Ms. Dennis felt that was more fair. Right now the business community has no incentive <br />to participate in meeting the housing needs beyond paying the fee. Just like with the <br />inclusionary ordinances, she wanted a more specific plan about what the city wants to <br />accomplish with the fee. She felt this was a good time to discuss this with the commercial <br />developers. <br /> <br /> Ms. Michelotti commented that the Tri-Valley Affordable Housing Committee reached <br />the conclusion years ago that a city could reach its affordable housing goals the easiest with <br />multiple units rather than single family units. If the people really want to provide affordable <br />housing, it must accept the density in order to do it. So far this community has been completely <br />resistant to high density. The Busch property is a prime example. <br /> <br /> Mayor Pico supported the staff recommendation in order to start collecting higher fees. <br />Every day we wait the more money the city loses.
