Ms. Michelotti referred to the time between May and fight after the Planning <br />Commission meeting and when the prior music format was in place. She asked if there was a <br />problem with people not leaving the parking lot and making noise. <br /> <br /> Mr. Ratinho said he had not seen a report to that effect. He believed that 99% of the <br />time, his parking lot is empty by 2:05 a.m. He starts playing slow music at 1:15 a.m. and at 1:35 <br />to 1:40 a.m. the music is stopped and he believed the parking lot was empty by 2:05 a.m. <br /> <br />Ms. Michelotti asked if that was occurring in May until the hearing? <br /> <br /> Mr. Ratinho said no. Between May and July, the business was at capacity every Saturday <br />and it did take a little longer to get the patrons out of the parking lot. <br /> <br /> Ms. Michelotti said she was trying to get him to admit that there was a problem in the <br />beginning with noise and the police force. She said it appears that from the time of the Planning <br />Commission and last month, that that has all been changed. She questioned the situation because <br />it appeared right after the Planning Commission, that his business had distributed flyers for <br />events and was proceeding in the normal mode of operation. <br /> <br /> Mr. Ratinho denied that that had happened. The following weekend after the Planning <br />Commission, Sgt. Parker told him he had received an email that the Marque announced it was <br />having a big going away party. Mr. Ratinho said he did not advertise for this. There was an <br />extraordinary law enforcement presence in his parking lot on Saturday and he believed he did not <br />have even 200 patrons. He did not see the necessity of having so many police officers present. <br /> <br /> Mr. Campbell believed the issue is not what time people leave the parking lot, but what <br />happens once they leave the club and the activity within the parking lot and when they actually <br />leave. He wanted acknowledgement that there had been a problem and that that problem is no <br />longer in existence and he is working towards a solution so the problems will not happen again. <br /> <br />Mr. Ratinho said that is correct. <br /> <br />Mayor Pico declared the public heating open. <br /> <br /> Nick Caravelli, 5215 Lilac Avenue, Livermore, indicated he was the head of security for <br />the Marque. He deals with the Police on a nightly basis and is the liaison between the club'and <br />the Police. He has been in the business for 23 years and has worked at several clubs. The <br />Marque is by far the easiest club he has worked for. <br /> <br />Ms. Dennis felt sixteen seems like a lot of security guards. She asked why so many. <br /> <br /> Mr. Caravelli said it was to comply with Sgt. Parker's suggestions to make sure there <br />were enough people inside the club as well as outside the club to make sure there were no <br />problems. Usually problems start inside a club and continue outside.
