Mayor Pico read the policy and said it "permits" any multi-family unit to reflect the
building height and he felt that was like a guarantee and he was not comfortable with that. He
did not want to get into that kind of detailed discussion at this hour.

Ms. Dennis asked that some consideration be given to include a relationship to above
median housing as being part of the density proposal to encourage mixed income housing. She
was concerned the focus on higher density units was on lower income units.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Mayor Pico indicated staff would review the Housing Element using the staff
recommendations and comments from this meeting. The draft will come back to the Task Force
for comment and then back to the Commissions and the City Council.

Mr. Dove indicated that in discussions with the people and other Task Force members,
there is a strong recommendation that affordable housing for seniors and the general public be
made up of market rate units as well as subsidized housing, in the event the City can't come up
with the extra dollars necessary.

Mayor Pico pointed out that the Bemal Property is very sensitive and the process for that
will take a longer time than the Housing Element update process.

10. ADJOURNMENT

There being no further business, the special joint meeting was adjourned at I 1:13 p.m., to
meet again in Regular Session on Tuesday, December 4, 2001, at 7:00 p.m., in the Council
Chambers at 200 Old Bemal Avenue.

Respectfully subnlitt~d, ·

Peggy L.
