PUBLIC HEARINGS AND OTHER MATTERS <br /> <br /> Ms. Acosta indicated Mr. Lum would present an overview, then the individual <br />applications would be presented. The suggested process would be to then hear public <br />testimony for each item and at the end of that, Council would take straw votes. As the <br />Council moves along on the agenda, decisions may change depending on how a previous <br />item went. At the end of the straw votes on the items, then Council should take an <br />official vote on the individual items. <br /> <br /> Mr. Tarver acknowledged the interdependency of the items and said straw votes <br />would be taken. <br /> <br />Item 6a <br />Overview of Golf Course Related Items. (SR 99:306) <br /> <br />Larissa Seto presented the staff report. <br /> <br />Mayor Tarver declared the public hearing open. <br /> <br /> Fred Bates, 9781 Blue Larkspur Lane, Monterey, representing New Cities, related <br />the details of the application and the negotiations with the neighborhoods. He stated the <br />project has been reduced to 48 units and New Cities has agreed with the additional <br />thirteen items requested by the neighbors. He stated 25% of the site will be open space, a <br />portion of the bypass road will be constructed and $4 million will be spent on the North <br />Sycamore Finance Plan for work in the north Sycamore area. Since this will likely be the <br />first project to proceed, New Cities will advance $1.2 million for the Happy Valley area <br />water and sewer infrastructure, even though the New Cities share is only $430,000.
