After discussion, it was moved by Councilmember Herlihy, and seconded by <br />Councilmember Mercer, instructing staff to prepare a report regarding alterna- <br />tives for providing subsidized housing in Pleasanton. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br />NOES: Councilmember LeClaire <br />ABSENT: None <br /> <br /> Mayor Philcox stated he felt subsidized housing should be addressed as well <br />as low-income housing. <br /> <br /> Mayor Philcox expressed concern regarding the point system in Missing <br />Linkages, stating he felt a developer should receive points for improvmments <br />to thoroughfares even if it does not complete a segment of the road. After <br />discussion, Council requested a report from staff establishing priorities of <br />major thoroughfares and capital improvements. <br /> <br />Points S},stem <br /> Ceuncil reviewed and made the following determinations on the Points System: <br /> <br />Design <br />Councilmember Mercer stated he felt design did not merit 15 points. Council- <br />members Brandes, Herlihy, and LeClaire agreed that Design should receive 15 points. <br /> <br />~nergy Conservation <br /> Councilmember Mercer stated he felt this element should receive the same 15 <br />point allocation as Design, as it was of equal ' ort c - C u cil embers <br /> <br />he felt the point allocation should remain at 5, as recommended by staff. <br /> <br />Missing Linkages and Capital Facility/Utility Dedications <br /> Council concurred with Planning Commission recommendations that the point <br />system be increased on these two elements. <br /> <br /> After discussion, Council instructed staff to prepare a report regarding <br />possibility and feasibility of a bedroom tax increase. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Brandes,. <br />that the City Council be the first and final authority on the allocation of sewer <br />permits. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br />NOES: Co~mcilmember LeClaire <br />ABSENT: None <br /> <br /> Councilmember Brandes expressed concern regarding the effect of changes made <br />by the Council at this meeting on the Alternatives proposed for implementation <br />of the Residential Allocation Plan, and requested that staff's opinion in this <br />regard be presented at the meeting of February 2, 1978. <br /> <br /> 6. 1/30/78 <br /> <br /> <br />
