265 <br /> <br /> Mr. Butler requested that the impact on Bernal Avenue traffic <br />and parking be considered in the EBRPD expansion plans. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, inquired if the plan to <br />straighten out Vineyard Avenue would include keeping the old <br />portion near the park. <br /> <br /> Mr. Mercer replied that the old portion would be used as a <br />pedestrian walkway as well as for bicycle parking. <br /> <br />5. MEETING OPEN TO PUBLIC <br /> Mr. Frank Belecky, 892 Madeira Drive, Secretary of Vintage <br />Hills Homeowners Association, mentioned that workers and <br />contractors were still disregarding the condition for approval at <br />Vintage Heights by not using Vineyard Avenue; consequently, he has <br />submitted to the Councilmembers a petition signed by Vintage Hills <br />residents requesting that barricades be installed and that a stop <br />sign be installed on the corner of Madeira Drive and Sylvaner <br />Drive to slow down traffic on Madeira Drive. <br /> <br /> Mr. Mercer informed Mr. Belecky that the Council could not <br />now take action on the matter as it was not on the Agenda, but <br />that the stop sign would be scheduled for the next Council <br />meeting. <br /> <br /> Mr. Roush stated that following the action taken by the <br />Council at its last meeting, it was his understanding that <br />barricades would be set up later in the week so workers would have <br />to come in off Vineyard Avenue. Once the subdivision is <br />completed, the barricades would be removed. <br /> <br /> Mr. David Piendak, 3076 Crestablanca Drive, mentioned that <br />barricades have already been set up. He inquired when these would <br />be taken down or if there were any possibility for access, at <br />least for residents. <br /> <br /> Mr. Elliott replied that the barricades would be up until the <br />majority of the Vintage Heights II homes are occupied. <br /> <br /> Mr. Roush explained that there would be no practical way to <br />allow residents through the barricades without giving the <br />construction workers the same access. He added that a condition <br />to the development was to keep construction traffic away from the <br />existing neighborhoods, but this was not being adhered to. <br />Consequently, barricades had to be set up as the only way to <br />effectively cause that condition to be observed. <br /> <br /> Mr. Joe Malek, 905 Madeira Drive, indicated that he supported <br />the installation of a stop sign on Madeira Drive and Sylvaner <br />Drive as this would slow down traffic and make it safer for the <br />children of the area. <br /> <br /> -5- <br /> <br /> 8-15-89 <br /> <br /> <br />
