97 <br /> <br />He asked if the road had a storm drain and if the City had any <br />control over when the road gets paved. <br /> <br /> Mr. Elliott replied that the erosion control used in the <br />project has not been adequate. He added that while the City has <br />no control over when the road gets paved, it could shut down the <br />project with just cause, for instance, if the road is left unsafe <br />for an unreasonable period of time. <br /> <br /> Mr. Mercer requested Mr. Elliott to sit down with Mr. Innes <br />and the neighbors to figure out solutions to the light problem, <br />meet with the developer regarding the road situation, and bring <br />back a status report on both issues at the next Council meeting. <br /> <br />Item 8b <br />Bicycle Trails/Sidewalks -- Foothill Road, Bernal Avenue, and <br />Other Streets Near Pleasanton Middle School <br /> <br /> Mr. Swift presented his report (IR 90:23) regarding the <br />matter. <br /> <br /> Mr. Mercer indicated that the Staff Report was very good. <br />However, he wanted a more extensive report on how the bike trail <br />system could be done, how much it would cost and who would pay, <br />what problems or delays, if any, there would be, and if it could <br />be done before the Junior High School opens in September. He <br />asked how long it would take staff to prepare that report. <br /> <br /> Mr. Bocian stated that $150,000 has been proposed for the <br />Capital Improvement Project (CIP) budget for Fiscal Year 1990-91 <br />for some of the sidewalk improvements, excluding the area on <br />Foothill Road and west of Valley Avenue on Bernal Avenue. <br /> <br /> Mr. Swift explained that the Staff Report was designed only <br />to point out those areas where the City had or did not have the <br />right-of-way, where there were no plans for a bike trial, where <br />the sidewalk plan is contingent upon developers and those sidewalk <br />areas covered by the CIP for the next fiscal year. The actual <br />cost and construction of sidewalks on certain locations would be <br />worked out by the Public Works Department. He stated that Council <br />could have staff work with the County or approve a CIP budget <br />amendment, instead of waiting for the next fiscal year, to get <br />some sidewalks done before the next school year starts. <br /> <br /> Mr. Brandes inquired if it were possible to do anything by <br />September, and if not, what it would take to do it. <br /> <br /> Mr. Bocian replied that the process could be started. He <br />stated that it would take more than two weeks to put together a <br />report that would cover all the issues mentioned. <br /> <br /> Mr. Tarver inquired if it would be possible to put a plan <br />together, indicate the cost, and get the bike trails done by <br />September. <br /> <br /> -9- <br /> 2-20-90 <br /> <br /> <br />
