The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Pico, and Mayor Tarver <br />NOES: Councilmembers - Dennis and Michelotti <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Michelotti, to adopt Resolution <br />No. 99-121, making appointments to the Economic Vitality Committee, Housing <br />Commission, Human Services Commission, Library Commission, Park and <br />Recreation Commission, Tri-Vailey Community Television Corporation, and the <br />Youth Commission. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers- Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Michelotti hoped there would be some clarification on the input allowed from <br />the Councilmembers on future appointments. She did not feel Councilmembers were <br />allowed to express opinions following the interviews. <br /> <br />Other Comments <br /> <br /> David Choy, 3526 Mendenhall Court, spoke in opposition to the CAPP Initiative. <br />He indicated the proponents of Measure D contend the problems of traffic congestion, <br />school over-crowding, and the degradation of quality of life are because Pleasanton has <br />done a poor job of planning growth. He asked if Pleasanton was really a poorly planned <br />community. Is that why so many have chosen to live here and others continue to want to <br />live here despite having one of the highest home prices in Alameda County? He inquired <br />if the City had failed to provide amenities that contribute to quality of life. He did not <br />believe so. He asked people to be informed and read the Initiative carefully. There are <br />no easy solutions to these problems, but he did not think CAPP was the answer. It cannot <br />guarantee improvement in any of the issues or improve quality of life. Other than asking <br />people to vote on new residential development, how will it solve the complex problems <br />identified. If it passes, citizens should be prepared to do more investigation of issues and <br />spend more time researching for each election. This Initiative is asking citizens to <br />become more familiar with land use development, and all the aspects related thereto. tte <br />has been a city planner for twelve years and knows how complex the issues can be and <br />how much time it takes. He felt Measure D would take away the negotiating power of <br />the planning staff in getting a better project to take before the Planning Commission and <br />City Council. He felt developers will not modify their projects because the Planning <br />Commission and City Council decisions will mean nothing. They will focus attention <br />and money on preparing a successful campaign. He asked voters if they were willing to <br />devote the amount of time necessary to make well-informed decisions, or, like himself, <br />do they want to preserve the quality of life in the community, but do not have the time to <br /> <br /> 5 09/20/99 <br />Pleasanton City Council <br />Minutes <br /> <br /> <br />
