Ms. Rossi stated that would be possible. Historically, the senior discount for the sewer <br />is different than the water. Staff tried a lifeline rate for water, but that cannot be done for sewer <br />because sewer use is not measured at the household level. <br /> <br /> Ms. Mohr did not believe that just because someone reaches senior citizen status that the <br />City should subsidize the utility bills. For those who do need assistance, she urged maximum <br />consideration. <br /> <br /> Ms. Rossi indicated a senior household would typically be smaller. If they do not meet <br />the low-income criteria, they will still pay the same price because they are paying the flat rate <br />as applied to a full family. The concept is different than with water rates because the actual use <br />is measured, but with sewer the assumption is that all households are the same. <br /> <br /> Ms. Michelotti asked whether every senior takes advantage of the discount. <br /> <br /> Ms. Rossi indicated that only 1200 seniors claim the discount and that does not include <br />every senior in town. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Dennis, to adopt Resolution No. 95-21, <br />adopting the 1995 Sewer Rates as set forth in the staff report; and introducing Ordinance No. <br />1651, to be read by title only and waiving further reading thereof, amending the Pleasanton <br />Municipal Code concerning sewer rates and charges. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 7d <br />Proposed 1995 Water Rates (SR95:68) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Mr. Pico requested clarification on the discount for the School District. <br /> <br /> Mr. Lure indicated the Council had previously made the decision to phase out the 20% <br />discount for the School District.
