house. He respected other peoples concerns, but those opinions cannot supersede the ordinances or
regulations of the City.

Mayor Tarvet asked if he would be willing to make any alterations to the design.

Mr. Chestnut said he would be willing to make minor alterations. He is sympathetic to Mr.
Rodondi's concems and was willing to work on that issue.

Mayor Tarver said he heard tonight if the house could be situated a different way there
would be fewer objections to the building and landscaping.

Mr. Chestnut said in order to relocate the house, two pine trees would have to be cut down.
He did not feel this was the fight thing to do, nor did he want to reposition the house. He said the
people want the house to face Stanley Boulevard. He felt this would not enhance Stanley
Boulevard but that the temporary fence he put up enhanced Stanley Boulevarc[. He is willing to
put in landscapingto help screen the house.

There being no further speakers, the public hearing was closed.

Ms. Dennis said her primary concern is the impact to the Rodondi's home. She remembered
a Red Bear project where the back of the buildings were redesigned to help mitigate the wall effect.
She felt k was important to pay attention to interfaces between homes. She did not have a problem
with the size of the home. She felt the problem is the design solution for the square footage and the
Rodondi's view. She would also like to see a hip roof.

Mr. Pico said this is a tough issue. He did not like to have neighbor against neighbor. He
said among other standards, the City is charged with protecting the character of the downtown area.
He said there is a need to protect the existing neighbors from new impacts. In this case, he did not
see any difference between adding onto an existing structure versus building on a vacant lot. The
impacts would still be there. He felt there are valid issues from both sides that needed to be
addressed. Also how does this relate to other property owners that want to add onto their homes?
He had no doubt of the character of the people involved. He felt the existing neighbors have the
right to privacy and that this project impacts that right. He wished there were a willingness to look
at a reorientation of the house. He felt looking at reorientation was significant in the approval of
this project. He also had a hard time voting against a unanimous vote of the Planning Commission.

Ms. Ayala said her number one priority is the downtown area. Since there is no downtown
specific plan for the downtown residential area, she has to abide by the existing roles. She felt all
the neighbors were being reasonable. The only problem she had is the back section next to Mr.
Rodondi's house, but felt heavy landscaping/screening would help correct this problem. She
supported the hip roof and frosted windows. She believed Mr. Chestnut had a fight to build his
home and hoped the neighbors could all work together to resolve the issues.

Pleasanton City Council 17 02/16/99
Minutes
