It would be wise to initiate dialogue with the customers early <br />to avoid problems in the future. This may be accomplished, first, by <br />sending a brief letter to all residents in the area explaining the City's <br />difficulty with maintaining the higher pressure, and outlining the proposed <br />changes. It should be stated that the City is committed to maintaining <br />adequate service capacity for all residents. Next, the City should begin a <br />testing program in the area to confirm the preliminary findings of our study <br />and to inventory the number and types of adjustments or improvements to be <br />made.
