DISCUSSION <br /> <br />Staff believes that the PCAC positions~as a whole, represent a <br />workable program, with the better aspects incorporated from <br />other, existing programs. Staff believes that, with your <br />Council's comments incorporated, a workable initial program <br />should be in place for next fiscal year. <br /> <br />In the long-term, staff suggests that your Council consider for <br />the future whether a fully-fledged commission, appropriately <br />staffed, might be an appropriate response to the blossoming of <br />artistic and cultural activities in the City, now that additional <br />facilities and programs are underway. Such a commission could <br />take over certain aspects of the Art in Public Places program as <br />well as those currently loosely overseen by the PCAC. <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff recommends you give staff direction and refer this matter <br />back to staff for development of a final program with the PCAC. <br /> <br />Respectfully submitted, <br /> <br />Brian W.
