DISCUSSION

Staff believes that the PCAC positions~as a whole, represent a
workable program, with the better aspects incorporated from
other, existing programs. Staff believes that, with your
Council's comments incorporated, a workable initial program
should be in place for next fiscal year.

In the long-term, staff suggests that your Council consider for
the future whether a fully-fledged commission, appropriately
staffed, might be an appropriate response to the blossoming of
artistic and cultural activities in the City, now that additional
facilities and programs are underway. Such a commission could
take over certain aspects of the Art in Public Places program as
well as those currently loosely overseen by the PCAC.

STAFF RECOMMENDATION

Staff recommends you give staff direction and refer this matter
back to staff for development of a final program with the PCAC.

Respectfully submitted,

Brian W.
