HYDROLOGY AND WATER QUALITY <br />Environmental Setting <br />"fhe subject property is vacant and relatively flat. Surrounding properties and uses include Stanley Bou- <br />levard and the Union Pacific Railroad to the north, a variety of commercial/industrial/ service uses to the <br />west, the P.G. & E. substation to the east, and the Temple Beth Emek Synagogue to the south. At its <br />closest point, the Arroyo Del Valle is approximately 200 feet from its northernmost bank to the site. <br />The National Pollutant Discharge F,limination System (NPDFS) was established in the Clean Water Act <br />to regulate municipal and industrial discharges to surface waters of the U.S. Non-point sourced diffuse <br />and originate over a wide area rather than from a definable point.
