B. Council Members/Presidin~ Officer Right To Debate <br /> <br />Any Council member, including the Presiding Officer, may make, second, and <br />debate motions. The Presiding Officer snail not be deprived of any rights and <br />privileges of a Council member. <br /> <br />1. Oualification to Vote <br /> <br />Every Council member and the Mayor shall have the opportunity to vote <br />on any issue, except that a Council member who has a conflict of <br />regarding a matter being considered by the Council, shall declare the <br />conflict and excuse him/herself from participating in the Commil's <br />deliberations and decision regarding that matter. A Council member <br />excusing him/herself shall not be allowed to participate or vote on <br />matter. <br /> <br />~ of Motions <br /> <br />Motions shall be made and mended in accordance with Robert's Rules of Ordm'. <br />Generally, once a motion has been made and seconded, the Council may con.nid~ <br />additional motions to amend, substitute, postpone, and table the original motion. <br /> <br />Se~ appendix A for descriptions of the most commonly made motions. <br /> <br />Debate of Motions <br /> <br />1. Getting the floor <br /> <br />Every member desiring to speak on a seconded motion shall addmsa the <br />Presiding Officer, and, upon recognition, shall confine him/herseff to the <br />question under debate, avoiding personalities and indecorous language. <br />Once recognized, the Council member shall not be interrupted unlesa to <br />call him/her to order, or as herein otherwise provided. <br /> <br />2. Privilege of closin~ debate <br /> <br />Generally, after reasonable debate has been conducted, the Presiding <br />Officer will call for the question that will begin the voting procedure. The <br />right to call for the question, provided that reasonable debate has been <br />conducted, also is retained by the Council member who made the motion <br />for approval or denial of the item. <br /> <br />13 <br /> <br /> <br />
