B. Hearin~ Procedures <br /> <br />The Presiding Officer shall announce the subject of the public hearing and declare <br />the public hearing open. If necesmry to assure completion of the public hearing, <br />the Presiding Officer may establish time limits for the presentations by individual <br />spea2kers. <br /> <br />To assure due process to all interested parties, the public hearing nb:all be <br />conducted as follows: <br /> <br />1. Review of Written Material/Oral Presentations <br /> <br />Oeaemlly, this includes review and filing of staff reports and other <br />wriuen material included in the Council agenda packet. Written <br />material from staff _qhail I~ submitted to Council in ac, c, ord~nce <br />with Section HI (E). Membea'~ of the public axe encom'aged-~ to <br />provide any written material to the Council in advance of the <br />Council meeting. <br /> <br />b. An oral report may be pmaented by a City staff member. <br /> <br />c. Staff responds to Council member questions, if any. <br /> <br />2. Ooen Hearimz for Public Comment <br /> <br />ae <br /> <br />The purpose of public comment portion of the hearing is to provide <br />aa oppommity for concerned members of the audience to testify ia <br />support or opposition to the matter being heard. In general, <br />speaker order should be: <br /> <br />2. <br />3. <br />4. <br /> <br />ProjcctYissu~ applicant or spokesperson. <br />Those in favor of the project/application. <br />Those oppor~ to the project/application. <br />Rebuttal by applicant or spokesperson. <br /> <br />NO p6rmn may speak without first being recognized by the <br />Preaiding Officer. The Presiding Officer shall instruct speakera: <br /> <br />· to complete a speaker card with the speaker's name, <br /> address, and phone number; <br />· to speak from the podium; <br />· to give their name and address before starting their <br /> pre~ntation, and to spell out their last name; and <br />· to keep comments within specified time limits, if any; and <br />· to avoid re~tition. <br /> <br />An effort will be made to answer questions from speakem at the <br />end of the public comment period, prior to Council deliberation. <br /> <br />11 <br /> <br /> <br />
