DRAFT Commissioner Pearce believed it was critical to the spirit of the ordinance that people be encouraged to be as green as possible. In response to an inquiry by Commissioner Blank regarding the legal implications of such an incentive, Mr. Roush replied that ifthe incentive were financial in nature, the General Fund must backfill that need because the fees were based on everyone paying them. If the fees were reduced in one place, they must be made up elsewhere. He did not see a problem with the City providing non-financial incentives if certain other points are reached above 50 points. He noted that could take various forms such as implementing a policy. The Commissioners then provided specific comments on the proposed amendments. Pages 4-8 There were no comments, Page 9 Commissioner Roberts inquired what the Community Design category was, with respect to earning points. The Commission generally agreed that it was not included in the proposed ordinance. Pages 10-13 There were no comments. Pages 2-8. 3-B There were no comments. Page 4-B Commissioner Pearce inquired whether the following language: "Construction means the building of any building or any portion thereof..." could be changed to "the building of any Structure," since "Structure" was defined in 9-8. The Commission concurred with that change. Page S-B Commissioner Roberts inquired how many individual single-family homes are being built that were 2,000 square feet or under. She noted that she had not seen one and that if one appeared, they should be green. She believed the Housing Commission wanted to encourage smaller houses.
