This information shall be used to ensure accuracy of minutes, and will not be retained after the minutes have been approved by the Council. D. Disorderly Conduct Any person whose conduct disrupts the Council meeting or its orderly consideration of the public's business may be barred from the meeting by the Presiding Off:cer, unless permission to continue is granted by a majority vote of the Council. The Chief of Police or his or her representative shall, at the direction of the Presiding Officer, enforce these provisions. The Brown Act permits the Council to take action on an item not appearing on the posted agenda under the following conditions. Prior to discussing any item pursuant to this subsection, the Council shall publicly identify the item. 1. Upon a determination by a majority vote of the Council that an emergency situation exists, as defined in Government Code, § .549:56.5. 2. Upon a determination by a two-thirds vote of the Council, or, if less than two- thirds of the members are present, a unanimous vote of those members present, that there is a need to take immediate action and that the need for action came to 11
