Councilmembers shall not delay or interrupt the proc__,~vlin~s nor disturb <br /> another Councilmember while speaking. <br /> <br /> All speakers are r~uested to complete a speaker card and to submit the card to the City <br /> Clerk prior to the item being heard, showins the speaker's name, address, telephone <br /> number, and agenda item. This information shall be used to ensure accuracy of minutes, <br /> and will not be retained after the minutes have been approved by the Council. <br /> <br />D. Disorderly Conduct <br /> <br /> Any person whose conduct disrupts the Council meeting or its orderly consideration of <br /> the public's business may be barred from the meeting by the Presiding Off:cer, unless <br /> permission to continue is granted by a majority vote of the Council. <br /> <br /> The Chief of Police or his or her representative shall, at the direction of the Presiding <br /> Officer, enforce these provisions. <br /> <br />E, <br /> <br /> The Presiding Officer shall determine all points of order, subject to the right of any <br /> member to appeal as herein defined. <br /> <br />F. Motion to Be Stated <br /> <br /> The Presiding Officer shall state all motions submitted for a vote and announce the result. <br /> An electronic roll call vote shall be taken upon the request of any member. <br /> <br />G. Actions Limited to Posted Agenda/Items Too Late For Aeenda <br /> <br /> The City Council shall not take action or discuss any item not appearing on the posted <br /> agenda except as permitted by the Brown Act. <br /> <br /> The Brown Act permits the Council to take action on an item not appearing on the posted <br /> agenda under the following conditions. Prior to discussing any item pursuant to this <br /> subsection, the Council shall publicly identify the item. <br /> <br /> 1. Upon a determination by a majority vote of the Council that an emergency <br /> situation exists, as defined in Government Code, § .549:56.5. <br /> <br /> 2. Upon a determination by a two-thirds vote of the Council, or, if less than two- <br /> thirds of the members are present, a unanimous vote of those members present, <br /> that there is a need to take immediate action and that the need for action came to <br /> <br /> 11 <br /> <br /> <br />
