EXHIBIT "B" <br /> <br /> CITY OF PLEASANTON <br /> Human Services Commission <br /> <br /> Guidelines <br /> Youth Proqram Grants <br /> <br /> 1. Applications from youth must be accompanied by a responsible <br /> adult/agency/governmental entity capable of providing <br /> liability insurance and guidance. <br /> <br /> 2. For projects targeted to "at-risk" youth, preference will be <br /> given to younger "at-risk" population. <br /> <br /> 3. Projects proposed must have a time line achievable for <br /> start-up within six months from time funds are allocated and <br /> must be completed within one year; funds not obligated at the <br /> end of the funding year will revert to the City. <br /> <br /> 4. Project must be considered wholesome and of identifiable <br /> benefit to youth, preferably in the long term and preferably <br /> to a broad spectrum of youth. <br /> <br /> 5. Project must have clearly defined goals that relate to youth <br /> development. <br /> <br /> 6. Applicants submitting applications for Challenge Grants or <br /> Loans must accept the challenge to raise the portion of funds <br /> needed and provide a realistic, clearly defined plan to <br /> accomplish fund raising. The City grant will be dependent <br /> upon the applicant meeting the challenge. The Challenge Grant <br /> will not be available to applicants until verification of fund <br /> raising success. <br /> <br /> 7. Challenge Grants must be of direct, identifiable educational <br /> or cultural benefit to Pleasanton youth and, preferably, <br /> directed to a cross section of Pleasanton youth. <br /> <br /> 8. All applicants must demonstrate need. <br /> <br /> 9. In an emergency need situation, applicants may apply for a <br /> Challenge Loan in conjunction with a Challenge Grant to <br /> provide the necessary match. <br /> <br />10. Challenge Grants shall not exceed 50% of funds needed. <br /> <br />11. All applications must be signed by a least three Pleasanton <br /> youth and a responsible adult or agency sponsor able to <br /> provide insurance required for the program and supervision <br /> required to assure health and safety of participating youth. <br /> <br />12. All youth grants or loans must be directed to a project that <br /> serves Pleasanton youth. <br /> <br /> <br />
