Executive Summary <br />• Expand the number of Alcohol and Drug pre-treatment, detox, outpatient, <br />short-term residential, and long-term residential treatment slots. Special priority `- <br />should begiven to increasing beds for dually diagnosed homeless people and <br />programs that accommodate single parents with children. <br />Plan Administration Priorities <br />• Establish a county-wide Continuum of Care Council as a focal point for county- _ <br />wide interjurisdictional coordination to accomplish the five-year Homeless <br />Continuum of Care Plan. Hire or assign afull-time Continuum of Care _ <br />Coordinator from the County as staff to the Council for the first year. <br />• Coordinate and streamline local funding processes. Explore creating a single "core" - <br />application form, requesting uniform information. Coordinate McKinney homeless <br />funding applications. <br />• Begin to establish community-developed, county-wide minimum standards of care <br />applicable to all Continuum of Care providers. <br />• Encourage new partnerships and collaborations among providers. Explore jointly <br />the benefits of consolidating certain common functions of related agencies, <br />including bulk purchasing of supplies and food and shared bookkeeping and other _ <br />administrative activities <br />• Develop an integrated management information system to improve service delivery <br />by enhancing communication between Continuum of Care agencies, jurisdictions, <br />and homeless people. <br />Five Year Strategies <br />In addition to the first year goals outlined above which are presented in greater detail in <br />Chapter 5, each topic area for the Plan contains numerous Five Year strategies of action steps <br />to maintain, improve and expand services and housing for homeless people. Each year the - <br />Continuum of Care Council will review the activities outlined under the Five-Year Strategies <br />to select those activities on which it will focus for the year. This review will be based on <br />achievements in the previous year, and changes in the environment affecting the Plan, such as - <br />increased need, the emergence of special and time-limited opportunities and resources, and <br />changes in funding availability.
