A Negative <br />Declaration has been prepared Cor this project and will be consi ered at this hearing. <br /> <br />Mr. Swift presented the staff report recommending approval of Z-93-15 subject to the <br />r- conditions of the staff report. He noted that this is the first applica on reviewed by the <br />Planning Commission that would have normally been done by the p .ous Design Review <br />Board. If approved by the Planning Commission no other review w uld be necessary. <br /> <br />Commissioner McGuirk questioned Mr. Swift in regard to the four t high fence in the <br />front yard, along with shrubs in front of that. He asked if the case ould be conditioned to <br />keep the shrubs at four feet. He expressed concern that the shrubs ould obstruct the line of <br />sight as well as if the fence had been allowed at six feet. Mr. Swi replied the eastern side <br />fence is conditioned to be lowered to meet a four-foot fence in the ont for sight visibility <br />and aesthetics. He said there is no requirement that the shrubs be k t at four feet but the <br />Commission could add that condition if they wish. <br /> <br />Chairman Hovingh commented in regard to the parking for three d llings and inquired as to <br />where guests would park. Mr. Swift replied no guest parking is pI' ided for, but there is <br />ample street parking available. <br /> <br />mE PUBLIC HEARING WAS OPRNRn. <br /> <br />Robert Meckauer, 261 Spring Street, represented the application, s .ng that he had prepared <br />the plans.
