MOTION <br />Member Nelson moved and Chair Deckert seconded a motion to approve the June <br />28, 2021 minutes as amended. The motion carried unanimously. <br />MEETING OPEN TO THE PUBLIC <br />2. Introductions/Awards/Recognitions <br />None. <br />3. Public comment from the audience regarding items not listed on the agenda <br />Gary Sears thanked staff for assisting with signage and added safety on Bernal Avenue <br />Bridge. He expressed concern about the gravel portion of the Arroyo Mocho Trail and <br />crack on the Alamo Canal Trail. He questioned why the Committee's previously <br />recommended repairs had not been implemented. Associate Traffic Engineer Nelson <br />stated the City was aware of the needed repairs but it was a budgeting matter. City Traffic <br />Engineer Tassano explained the maintenance and access agreement with Zone 7 and <br />need to remove the asphalt. He stated staff would bring back an item on the next agenda. <br />MATTERS BEFORE THE COMMITTEE <br />4. Annual Bicycle and Pedestrian Collision Data <br />Associate Traffic Engineer Nelson and City Traffic Engineer Tassano presented the staff <br />report explaining the process of reviewing collision data. <br />Chair Deckert requested the major intersections be included on the overlay showing the <br />locations of accidents and incidents. City Traffic Engineer Tassano indicated staff would <br />improve the maps. Chair Deckert relayed concerns regarding sports park ingress and <br />egress. <br />Member Piekarski requested clarification on "improper turning" and "auto right of way." <br />City Traffic Engineer Tassano explained that "improper turning" was turning and crashing <br />into something and "auto right of way" was running a stop sign or traffic signal. Member <br />Piekarski discussed the significant number of side swiping incidents and expressed <br />concern about bicyclist safety. She pointed out that the majority of accidents were either <br />on Santa Rita or Stoneridge. She questioned whether enforcement could be increased. <br />City Engineer Tassano discussed other duties for officers during COVID-19. Member <br />Piekarski stated more officers were necessary. She asked if there was a pattern related <br />to bicycle incidents. City Engineer Tassano anticipated incidents to be caused by driver <br />error, cyclist inattention and inexperience. Member Piekarski discussed her experience <br />reporting and delayed repair of uneven pavement in a bike lane. City Engineer Tassano <br />discussed pothole and roadway concerns that were quickly repaired. Member Piekarski <br />commented on the high percentage of incidents in right turns. City Engineer Tassano <br />stated most incidents were right turn on green.
