City Council Minutes Page 3 of 5 November 18, 2025 <br />Councilmember Gaidos presented the commendation to Pleasanton Military <br />Families. <br />9. Public Comment regarding items not listed on the agenda <br />Mayor Balch opened public comment. There being no speakers, Mayor Balch <br />closed the public comment. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />10.Receive an update on the outcome of stakeholder engagement and facility feasibility <br />and cost analysis, and direct staff to meet and confer with Pleasanton Garbage Service <br />to negotiate a three to five-year extension of the current franchise agreement for solid <br />waste management services in Pleasanton and bring a recommendation back to City <br />Council no later than July 2026 <br />Recommendation: Receive an update on the outcome of stakeholder engagement and <br />facility feasibility and cost analysis, and direct staff to meet and confer with Pleasanton <br />Garbage Service to negotiate a three- to five-year extension of the current franchise <br />agreement for solid waste management services in Pleasanton and bring a <br />recommendation back to City Council no later than July 2026. <br />Presentation by ZeeLaura Page, Waste and Recycling Manager, and Rob Hilton <br />(HF&H). <br />Mayor Balch opened public comment. The following individuals provided comment: <br />Andrea Bloom, Bob Sanchez, Martin Inderbitzen, and Vicki LaBarge. <br />Mayor Balch closed the public comment. <br />MOTION: It was m/s by Gaidos/Nibert to approve the item as recommended with <br />direction to include for future discussion options for alternative recycling services. <br />Motion passed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Noes: None <br />Absent: None <br />11.Receive a report on the Dublin/Pleasanton BART Station Concept Plan and <br />provide direction on preliminary site re-use options <br />Recommendation: Receive a report on the Dublin/Pleasanton BART Station <br />Concept Plan and provide direction on preliminary site re-use options. <br />Presentation by Shweta Bonn, Senior Planner, Rick Williams (Van Meter Williams <br />Pollack), Preeti Srinivasan (BART), and Shannon Dodge (BART).
