City Council Minutes Page 1 of 5 November 18, 2025 <br />CITY OF PLEASANTON <br />CITY COUNCIL <br />MINUTES <br />Tuesday, November 18, 2025 <br />7:00 PM <br />CALL TO ORDER <br />Mayor Balch called the Regular Meeting of the City Council to order at the hour of 7:00 <br />p.m. from the Council Chamber located at 200 Old Bernal Avenue. <br />ROLL CALL <br />Present: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Absent: None. <br />REPORT ON CLOSED SESSION <br />There was no report out because the closed session meeting was canceled. <br />AGENDA AMENDMENTS <br />Councilmember Testa removed item 4 from the consent calendar for further discussion. <br />Councilmember Eicher removed the Planning Commission's approval of P23-0563 <br />(4400 Black Avenue) from item 3 on the consent calendar for City Council review. <br />[Note: This action was subsequently rescinded by Councilmember Eicher on November <br />21, 2025.] <br /> CONSENT CALENDAR <br />Mayor Balch opened public comment. There being no speakers, Mayor Balch closed <br />the public comment. <br />MOTION: It was m/s by Eicher/Testa to approve the consent calendar items as <br />recommended, except item 3 as amended and item 4 which was removed from the <br />consent calendar. Motion passed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Noes: None <br />Absent: None <br />City Manager <br />1.Approve meeting minutes of October 21, 2025 <br />Recommendation: Approve meeting minutes of October 21, 2025. <br />Item #1
