Community & Economic Development Page 1 of 1 Planning Commission
Overview and Update

Planning Commission
Agenda Report
June 25, 2025
Item 4

SUBJECT: Community and Economic Development Overview and Update

On June 17, 2025, the City Council adopted the new two-year budget for Fiscal Years 2025-26
and 2026-27. Among the items included in the budget is the integration of the Economic
Development Division, currently within the City Manager’s Office, into the Community
Development Department, and a retitling of the department to the Community and Economic
Development Department (CEDD). This change supports the City Council’s stated focus on
Economic Development among its top strategic priorities.

As part of this change, a new position of Economic Development and Business Manager
(EDBM) has been created. The EDBM will work alongside the existing Economic Development
Manager, to focus on business support (e.g. creation of a “business concierge” approach),
improvements to overall permitting processes, implement changes to the Pleasanton Municipal
Code and internal procedures to help attract and retain target business es, and support the
City’s strategic land use/planning efforts around economic development. These efforts will
complement and support the City’s strong historic focus on local economic development
programs, regional collaboration, and support and partnership with organizations such as the
Pleasanton Downtown Association and Chamber of Commerce, to create a vibrant business
environment.

With a strong and increasing focus on economic development, staff will provide a presentation
to the Planning Commission including: An overview of the new CEDD; Key strategies and
initiatives in recently adopted Economic Development Strategic Plan, including several with a
land use/planning focus which guide the Economic Development Division’s work plan; and
some of the planning initiatives currently underway, and which are likely to be before the
Planning Commission for input in 2025 and 2026.

Attachments:

A.
