<br /> <br />FY 2025/26 Capital Improvement Program Planning Commission <br />3 of 11 <br /> <br /> <br /> <br />5) Bicycle and Pedestrian Master Plan (2017) <br />6) Downtown Parks and Trail System Master Plan (2002) <br />7) Parks and Recreation Master Plan (2014) <br />8) Trails Master Plan (2019) <br />9) Pleasanton Pioneer Cemetery Master Plan (2014) <br />10) Alviso Adobe Community Park Master Plan (2000) <br />11) Library and Recreation Strategic Plan (2019) <br />12) Water System Management Plan (2025) <br />13) Sewer System Management Plan (2025). <br /> <br />Findings of conformance to the General Plan were made with the adoption of each of these <br />documents, and thus, the proposed capital improvements can be determined to be consistent <br />with the General Plan to the extent they are consistent with these various implementing <br />documents. <br /> <br />In addition, the General Plan includes several goals and policies with which the CIP would be <br />consistent, including: <br /> <br />Circulation Element <br /> <br />• Goal 2: Develop and manage a local and regional street and highway system that <br />accommodates future growth while maintaining acceptable levels of service. <br />• Policy 1: Complete the City’s street and highway system in accordance with the General <br />Plan Map, Figures 3-7 and 3-10, and Table 3-8. <br />• Policy 22: Create and maintain a safe, convenient and effective bicycle system that <br />encourages increased use. <br />• Policy 23: Create and maintain a safe and convenient pedestrian system that <br />encourages walking as an alternative to driving. <br /> <br />Public Facilities and Community Programs Element <br /> <br />• Goal 1: Provide sufficient public facilities and community programs to efficiently serve <br />existing and future development while preserving and enhancing the quality of life for <br />existing and future residents. <br />• Goal 3: Promote responsible financing and construction to preserve and enhance <br />Pleasanton’s public facilities. <br />• Policy 1: Coordinate future capital improvement expenditures with the City’s long-range <br />capital improvement schedule to maximize the economies of scale, consistent with the <br />community character. <br />o Program 1.1: Allocate funds in each year’s Capital Improvement Program <br />according to long-term capital improvement needs. <br />o Program 1.2: Update the City’s long-range capital improvement schedule, as <br />development needs change over time. <br />• Policy 6: Continue to maintain and improve public facilities . <br />
