<br /> <br />FY 2025/26 Capital Improvement Program Planning Commission <br />1 of 11 <br /> <br /> <br /> <br /> <br /> Planning Commission <br />Agenda Report <br /> May 28, 2025 <br /> Item 3 <br /> <br />SUBJECT: City of Pleasanton Draft Fiscal Year 2025/26 through Fiscal <br />Year 2029/30 Capital Improvement Program <br /> <br />PURPOSE: Conduct review of the City’s Five-Year Capital Improvement <br />Program of the City for consistency with the general plan pursuant <br />to Government Code Section 65103 <br /> <br />EXHIBITS: A. Draft Resolution for CIP General Plan Conformance <br /> B. Draft Capital Improvement Program <br /> <br /> <br />BACKGROUND <br />Pursuant to Section 65103 of the Government Code, which describes the function of local <br />planning agencies, the Planning Commission is assigned the responsibility to annually review <br />the Capital Improvement Program of the City for its consistency with the General Plan. The <br />City updates its Five-Year Capital Improvement Plan (CIP) every two years, generally at the <br />same time as the biennial budget update. The Five-Year CIP is scheduled to come before the <br />City Council for adoption in June. <br /> <br />The City has completed a draft Five-Year CIP. These projects represent a variety of <br />improvements identified as necessary through a number of completed studies . <br /> <br />On April 10, 2025, staff presented their recommendations for the general-funded projects and <br />received the Council’s input. The Council approved staff’s recommendations for seven <br />critical/urgent CIP projects and funding for two core projects – a total of $16.6 million of <br />general-funded projects that went through the City's recently adopted CIP Prioritization <br />Process. The projects will address regulatory requirements, prevent facility closures, or be <br />significantly grant-funded. <br /> <br />On May 20, 2025, staff presented the draft Five-Year CIP Fiscal Year (FY) 2025/26 through FY <br />2029/30 to City Council for review and comment. The report included additional information on <br />annual core and enterprise projects. <br /> <br />DISCUSSION <br />As described, the City updates its CIP every two years, adding new projects at the beginning <br />of each cycle and updating them mid-term. This year marks the start of the new project cycle. <br /> <br />
