Adopt Ordinance No. 2302 approving a major modification to the approved <br />development plan for PUD-54, to install an electric gate at the entrance to Winding <br />Oaks Drive, as filed under Case No. PUD-54-01M <br />5. Adopt Ordinance No. 2303 finding amendments to the Zoning Code are exempt <br />from the California Environmental Quality Act under guidelines section 15061(b)(3) <br />and approving amendments to Chapters 18.08, 18.12, 18.20, 18.22, 18.68, 18.103, <br />18.104, 18.105, 18.110, 18.116, 18.124, 18.128, 18.132, and 18.144 of the <br />Pleasanton Municipal Code to implement modifications to design review, noticing, <br />appeals, and other process streamlining, and rescinding City Council Resolution <br />No. 91-132, as filed under Case P25-0352 <br />6. Authorize the City Manager to execute a Professional Services Agreement with <br />Kimley-Horn and Associates, Inc, in the amount of $168,858 for the development of <br />a Railroad Quiet Zone in Pleasanton <br />7. Approve $453,435 in additional grant funding towards the construction and <br />operation of Tri-Valley Haven’s domestic violence shelter including $228,805 in <br />Permanent Local Housing Alllocation (PLHA) Funds for near-term shelter operating <br />costs; and $224,630 in federal Community Development Block Grant (CDBG) <br />funding for the shelter rebuild currently in progress <br />a. Approve the City of Pleasanton’s Application for $228,805 in Permanent Local <br />Housing Allocation (PLHA) Funding to support Tri-Valley Haven's near-term <br />operation of the domestic violence shelter, including related actions to 1) Authorize <br />the City Manager to submit an application to the State of California, Department of <br />Housing and Community Development for the PLHA funds and accept the funds <br />upon award, and 2) Approve related budget adjustments in Miscellaneous Grant <br />Fund (Fund 116); and 3) Approve an Amendment to the Professional Services <br />Agreement with Tri-Valley Haven for shelter operating costs <br />b. Direct staff to complete the Substantial Amendment to the Fiscal Year 2025/26 <br />Annual Action Plan to allocate $224,630 in federal Community Development Block <br />Grant (CDBG) funds to Tri-Valley Haven <br />Finance <br />8. Accept the monthly disbursements and investment report for October 2025 <br />9. Adopt a resolution approving an update to the City's Purchasing Procedures <br />Manual <br />Human Resources <br />Page 2 of 373
