Reject all bids from the July 16, 2025, and the August 20, 2025, bid solicitations <br />and authorize the City Manager to enter into an agreement with FE Controls <br />Corporation for the Operations Service Center (OSC) Fire Alarm and Notification <br />System Project, CIP No. 23457, the Library Fire Alarm Upgrade Project, CIP No. <br />26386, and for fire alarm retrofits at the Operations Service Center Livermore- <br />Pleasanton Fire Department (OSC-LPFD) and Pleasanton Police Stations in an <br />amount not to exceed $742,826.73 <br />5. Authorize the City Manager to enter into a purchase order with Rush Enterprises, <br />Inc. for the purchase of one Ford F-350 truck and two Ford F-550 trucks; and with <br />National Auto Fleet for the purchase of three Ford F-150 Lightning electric pickup <br />trucks, funded through the Water and Sewer Internal Service Funds (Fund 434 and <br />424) for a total of six vehicles for a combined not-to-exceed amount of <br />$571,026(inclusive of a 15 percent contingency) <br />MEETING OPEN TO THE PUBLIC <br />6. Public Comment regarding items not listed on the agenda – Speakers are limited to <br />3 minutes. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />If necessary to ensure completion of the following items, the Mayor may alter time <br />limits. <br />7. Introduction of proposed Memorandum of Understanding between the City of <br />Pleasanton and the Pleasanton City Employees Association/AFSCME Local 955, <br />with term ending March 31, 2028 <br />8. Introduce an Ordinance amending Chapter 18 Zoning of the Pleasanton Municipal <br />Code (PMC) and finding that such amendments are exempt from the California <br />Environmental Quality Act (CEQA) under Guidelines Section 15061(b)(3) (common <br />sense exemption) and amending Chapters 18.08, 18.12, 18.20, 18.22, 18.68, <br />18.103, 18.104, 18.105, 18.110, 18.116, 18.124, 18.128, 18.132, and 18.144 of the <br />PMC to implement modifications to Design Review, noticing, appeals, and other <br />process streamlining, and rescinding City Council Resolution No. 91-132, as filed <br />under case number P25-0352 <br />9. Receive an update on Economic Development Activity to advance the ONE <br />Pleasanton Strategic Priority: Building a Community Where Everyone Belongs E.4 <br />regarding implementation of the updated 2024-2028 Economic Development <br />Strategic Plan
