<br />Page 1 <br /> <br />EXHIBIT A <br />CONDITIONS OF APPROVAL <br />P23-0563, Tract 8749 <br />4400 Black Avenue <br />November 12, 2025 <br />The applicant is hereby notified, as part of this approval, that (s)he is required to satisfy and <br />maintain compliance with the conditions of approval below. Where approval by the Director <br />of Community Development, Planning Division, Director of Engineering /City Engineer, City <br />Attorney, Chief Building and Safety Official, Fire Department or other City staff is required, <br />review shall be for compliance with all applicable conditions of approval, adopted policies <br />and guidelines, ordinances, laws and regulations , and accepted practices related to the <br />approval. In addition to complying with the conditions below, the applicant is required to <br />comply with all applicable federal, state, and local laws that pertain to this project whether <br />or not specifically noted herein. <br />This approval is granted for Housing Site Compliance Review (P23-0563) pursuant to <br />Senate Bill 330 (SB 330) for the property located at 4400 Black Avenue. The application <br />includes: 1) demolition of an existing commercial building; 2) construction of a residential <br />development consisting of 59 three-story, townhome-style condominium units ranging from <br />approximately 1,446 to 2,224 square feet in size, and seven accessory dwelling units <br />(ADUs), along with related on-site and off-site improvements; 3) approval of Vesting <br />Tentative Tract Map 8749, including the designation of private street names; and 4) <br />approval of an Affordable Housing Agreement (AHA) consistent with the City’s inclusionary <br />housing requirements. The proposed project is statutorily exempt from th e requirements of <br />the California Environmental Quality Act (CEQA) pursuant to Assembly Bill 130 (AB 130). <br />Development shall be substantially as shown on the project materials listed below: <br />a. Project plans, Exhibit B, Vesting Tentative Tract Map 8749 & proposed street names <br />exhibit by cbg Civil Engineers, Architectural Plans by SDG Architects, and <br />Landscape plans by R2 Studios, dated “Received” on October 1, 2025, and March 4, <br />2025, and kept on file in the Planning Division of the Community & Economic <br />Development Department. <br /> <br />b. Photometric prepared by ALR Associated Lighting Representatives, Inc., and <br />Lighting specifications by Gardco, dated “Received” on March 4, 2025, and kept on <br />file in the Planning Division of the Community & Economic Development <br />Department. <br />c.
