Resolution No. PC-2025-21 <br />Page 3 of 4 <br />The Planning Commission finds that there is no impact from grading associated with <br />the proposed gate. Additionally, dust suppression measures will be required as a <br />Condition of Approval. <br />5.Whether streets, buildings, and other manmade structures have been designed <br />and located in such a manner to complement the natural terrain and landscape. <br />The Planning Commission finds the proposal is reasonably sensitive to existing <br />landscaping, maintaining the limited on-site vegetation. As conditioned, the gate will <br />not impact users of the Old Vineyard Avenue Trail or disrupt existing trees or <br />landscaping. <br />6.Whether adequate public safety measures have been incorporated into the <br />design or the proposed development plan. <br />The proposed project’s intent is to enhance the safety of the residents on Winding <br />Oaks Drive, by limiting access to the street. As conditioned, the gate will allow first <br />responders to access the court in the event of an emergency. In addition, the <br />proposed gate will be required to meet the requirements of applicable City and State <br />codes. As such, the Commission concludes that this finding can be made. <br />7.Whether the proposed development plan conforms to the purposes of the PUD <br />district. <br />The Planning Commission finds the proposed the proposed project is consistent with <br />the intent of PUD-54. Among the purposes of the PUD designation is to permit <br />flexibility in designing a project compatible with the physical features of the property. <br />In addition, the intent is to maintain adequate privacy, and separation between <br />dwellings. The project will not impact the intent of the district. As such, the <br />Commission concludes that this finding can be made. <br />Section 3: The Planning Commission hereby recommends the City Council approve the <br />application for PUD modification, PUD-54-01M as reflected in the plans dated April 24, 2025, to <br />install a gate at the entrance to Winding Oaks Drive, subject to the Conditions of Approval in <br />Exhibit A, attached hereto and incorporated into this resolution by reference. <br />Section 4: This resolution shall become effective immediately upon its passage and adoption. <br />PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of <br />Pleasanton at a regular meeting held on October 22, 2025 by the following vote: <br />Commissioners Jagoe, Jain, Mohan, Pace, and Chair Morgan <br />None <br />None <br />AYES: <br />NOES: <br />ABSTAIN: <br />ABSENT: Commissioner Wedge <br />Docusign Envelope ID: 63163211-FC8F-4F3F-A005-3BD4A6E50863
