Standardized <br />mitigation ratios for CRLF, according to Table <br />3-7 in the EACCS, are 3:1 if the development <br />area is within critical habitat and 2.5:1 if the <br />development area is outside of critical <br />habitat. The vast majority of the <br />development area of the project is outside <br />of critical habitat; therefore, the proposed <br />project is consistent with standardized ratios <br />set forth by the EACCS for this species. <br />An RMP shall be prepared explicitly to <br />manage the proposed open space areas for <br />potentially sensitive species potentially <br />occurring. This plan will be submitted to the <br />City for review and approval. At minimum, <br />this plan should: <br />• Identify approaches to be used and <br />provide evidence that sufficient water <br />budget exist for any proposed <br />enhancement. <br />• Identify a suitable planting regime for <br />restoring or enhancing riparian habitats. <br />• Identify success criteria for monitoring <br />both wetland and riparian habitats that <br />are consistent with similar habitats <br />regionally. <br />• Monitor restored or enhanced riparian <br />habitats for 5 years.
