City of Pleasanton—Hidden Canyon Residences and Preserve <br />Draft EIR Executive Summary <br /> <br /> <br />FirstCarbon Solutions ES-3 <br />https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec00-03 Exec Summary.docx <br /> Alternative 3–Alternative Site <br />The Alternative Site Alternative (Alternative 3) would utilize a different project site based on the sites <br />identified in the Site Inventory created for the City of Pleasanton 2023-2031 Housing Element. <br />Alternative 3 would include construction of 28 new detached single-family residential units, which is <br />the same amount of housing units as the proposed project, and project operations are assumed to <br />be consistent with those of the proposed project. Based on the proposed unit count, Site 26 – St. <br />Augustine (Site 26) from the City’s Site Inventory was selected as the alternative site due to its <br />potential to accommodate the proposed density and the absence of any other entitlement <br />applications submitted for the alternative site. Re-zoning of Site 26 would be required. Because of its <br />location, Alternative 3 would not implement a new public trailhead, traffic signal, water pump, and <br />road improvements. Additionally, this alternative would not include redevelopment of the two <br />existing two single-family homes located on the northeastern portion of the project site, annexation <br />of the 2.5-acre church site, or improvements to parking and access to the church site. <br />Areas of Controversy <br />Pursuant to CEQA Guidelines Section 15123(b), a summary section must address areas of <br />controversy known to the lead agency, including issues raised by agencies and the public, and it must <br />also address issues to be resolved, including the choice among alternatives and whether or how to <br />mitigate the significant effects. <br />A Notice of Preparation (NOP) for the proposed project was issued on August 28, 2019. The NOP <br />describing the original concept for the project and issues to be addressed in the EIR was distributed <br />to the State Clearinghouse, responsible agencies, and other interested parties for a 30-day public <br />review period extending from August 28, 2019, through September 26, 2019. The NOP identified the <br />potential for significant impacts on the environment related to the following topical areas: <br />• Aesthetics <br />• Air Quality <br />• Biological Resources <br />• Cultural and Tribal Cultural Resources <br />• Energy <br />• Geology and Soils <br />• Greenhouse Gas Emissions <br />• Hazards and Hazardous Materials <br />• Hydrology and Water Quality <br />• Land Use and Planning <br />• Noise <br />• Public Services <br />• Recreation <br />• Transportation <br />• Utilities and Service Systems <br />• Wildfire <br /> <br />Disagreement Among Experts <br />This Draft EIR contains substantial evidence to support all the conclusions presented herein. It is <br />possible that there will be disagreement among various parties regarding these conclusions, <br />although the City of Pleasanton is not aware of any disputed conclusions at the time of this writing. <br />Both the CEQA Guidelines and case law clearly provide the standards for treating disagreement <br />among experts. Where evidence and opinions conflict on an issue concerning the environment, and <br />the lead agency knows of these controversies in advance, the EIR must acknowledge the <br />controversies, summarize the conflicting opinions of the experts, and include sufficient information
