City of Pleasanton—Hidden Canyon Residences and Preserve <br />Draft EIR Executive Summary <br /> <br /> <br />FirstCarbon Solutions ES-1 <br />https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec00-03 Exec Summary.docx <br />EXECUTIVE SUMMARY <br />Purpose <br />This Draft Environmental Impact Report (Draft EIR) is prepared in accordance with the California <br />Environmental Quality Act (CEQA) to evaluate the potential environmental impacts associated with <br />the implementation of the Hidden Canyon Residences and Preserve Project (proposed project) (State <br />Clearinghouse [SCH] No. 2019080461). This document is prepared in conformance with CEQA (Public <br />Resources Code [PRC] § 21000, et seq.) and the CEQA Guidelines (California Code of Regulations <br />[CCR], Title 14, § 15000, et seq.). <br />The purpose of this Draft EIR is to inform decision-makers, representatives of affected and <br />responsible agencies, the public, and other interested parties of the potential environmental effects <br />that may result from implementation of the proposed project. This Draft EIR describes potential <br />impacts relating to a wide variety of environmental issues and methods by which these impacts can <br />be mitigated or avoided. <br />Project Summary <br />Project Location <br />The project site is located in the northwestern portion of the City of Pleasanton. The project site <br />consists of five Assessor’s Parcel Numbers (APNs) 941-2500-002, 941-2500-003, 941-2600-002-6, <br />and 941-2700-2, as well as the Oak Hills Congregation Church Site (APN 941-2700-1). The proposed <br />project site is within the City’s General Plan area and is also located partially within the northwest <br />portion of the City’s Urban Growth Boundary. The project site is roughly bounded by Dublin Canyon <br />Road to the north; Devany Canyon and Creek and the East Bay Regional Park District (EBRPD) land to <br />the west and south; and agricultural lands to the west. <br />Project Description <br />The project sponsor, Ponderosa Homes III, Inc., proposes to build 28 new detached single-family <br />residential units and roadways on approximately 23.89 acres of an approximately 130.98-acre <br />project site within the City of Pleasanton. Project implementation would also include the demolition <br />and reconstruction of two existing single-family homes located in the northeastern portion of the <br />development site, dedication of open space, and annexation of a portion of the project site, <br />including the existing Oak Hills Congregation Church Site, into the City of Pleasanton to ensure a <br />logical reorganization of City boundaries. <br />Project Objectives <br />The objectives of the proposed project are to: <br />• Provide a well-designed residential neighborhood with a strong sense of community and <br />connection with adjacent open space;
