Page 1 of 14 <br />Item #2 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />September 16, 2025 <br />Community and Economic Development <br /> <br />TITLE: RECEIVE A REPORT ON BACKGROUND INFORMATION FOR THE EAST <br />PLEASANTON POLICY FRAMEWORK PROJECT AND PROVIDE DIRECTION <br />ON KEY POLICY QUESTIONS FOR FUTURE CONSIDERATION <br /> <br />SUMMARY <br />The East Pleasanton Policy Framework (EPPF) project is a City Council-directed initiative to <br />update the City’s vision and establish policies related to East Pleasanton. At this joint City <br />Council / Planning Commission meeting, staff will provide an overview of background <br />information, including initial input from key stakeholders, and present an initial list of policy <br />questions/ issues around which policy options will be developed for consideration by the City <br />Council and Planning Commission in the next phase of work. The EPPF Policy Framework <br />implements the ONE Pleasanton Strategic Plan, Building a Community Where Everyone <br />Belongs strategy E.9. to "Advance the East Pleasanton Specific Plan", which was identified <br />among City Council's top seven strategic priorities for the current fiscal year. <br /> <br />Staff recommends that future phases of the EPPF project focus on a series of policy questions, <br />organized under the following topic areas: <br />1. City Boundaries <br />2. Land Uses <br />3. Open Space and Recreation <br />4. Public Service Facilities <br />5. Infrastructure and Circulation <br /> <br />After receiving City Council and Planning Commission input, staff and consultants will develop <br />options to address key policy questions, and prepare analysis as needed to allow for an <br />informed consideration of the options. City staff will present these options and analysis to the <br />Planning Commission and City Council in early 2026. <br /> <br />RECOMMENDATION <br />Staff recommends the City Council and Planning Commission: <br />• Receive a report on background information for the East Pleasanton Policy Framework <br />project; <br />• Confirm that the policy questions described in this staff report should be the focus of <br />continued study; and <br />• Provide any preliminary input on these policy questions or other project issues. <br /> <br /> <br /> <br />Page 2 of 91
