substituted. All certificates and endorsements are to be received and approved <br />by the City before work commences. The City reserves the right to require <br />insurance policies, at any time. <br />(g) Subcontractors <br />The Contractor shall include all subcontractors as insureds under its policies <br />or shall furnish separate certificates and endorsements for each <br />subcontractor. All coverages for subcontractors shall be subject to all of <br />the requirements stated herein. <br />4-09. Department of Industrial Relations: This Contract will be subject to compliance <br />monitoring and enforcement by the California Department of Industrial Relations, <br />pursuant to Labor Code section 1771.4 Attention is directed to Section 1725.5 of the <br />California Labor Code. To insure compliance and complete understanding of the law <br />regarding contractor registration the Contractor (and subcontractors) should, where some <br />question exists, contact the Department of Industrial Relations prior to submission of bid. <br />Responsibility for compliance with this Section lies with the Contractor and Sub <br />contractors. <br />SECTION 5. PROSECUTION AND PROGRESS <br />5-01. Removal, Relocation, or Protection of Existing Utilities: In accordance with the <br />provisions of Section 4215 of the California Government Code, the Contractor shall not <br />be assessed liquidated damages for delay in completion of the project, when such delay <br />was caused by the failure of the City or owner of the utility to provide for the removal or <br />relocation of such utility facilities. <br />5-02. Preconstruction Conference: Following award of contract, submittal of executed <br />contract, and approval of certificates of insurance and bonds, but before start of work, a <br />preconstruction conference shall be held at a mutually agreed time and place. The <br />conference shall be arranged by the City and attended by City representatives including <br />the inspector, and the Contractor, Contractor's superintendent and major subcontractors. <br />Contractor shall present at the conference the progress and submittal schedules, and <br />progress payment format, and provide emergency phone numbers. <br />The purpose of the conference is to designate responsible personnel and establish a <br />working relationship. Matters requiring coordination will be discussed and procedures <br />for handling such matters established. <br />5-03. Be,-innin,-of Work: The Contractor shall be prepared to begin work within <br />fifteen (15) calendar days after "Notice to Proceed". <br />SECTION 6.
