Page 1 of 2 <br />Item #5 <br /> <br />PARKS AND RECREATION <br />COMMISSION AGENDA REPORT <br /> <br /> <br />September 11, 2025 <br />Library and Recreation <br /> <br />TITLE: REVIEW COMMITTEE ASSIGNMENTS AND SELECT REPRESENTATIVES FOR <br />THE REMAINDER OF CALENDAR YEAR 2025 AND ALL OF 2026 <br /> <br />SUMMARY <br />Annually, the Parks and Recreation Commission (Commission) reviews committee <br />appointments and makes any necessary changes. <br /> <br />RECOMMENDATION <br />Review committee assignments and select representatives for the remainder of calendar year <br />2025 and all of 2026 <br /> <br />BACKGROUND <br />Each year, City commissions review committee assignments. Youth members may serve as <br />representatives on committees. <br /> <br />DISCUSSION <br />There are currently four committees with representatives from the Parks and Recreation <br />Commission. The descriptions, including meeting dates/times, composition and general <br />summary of purpose are listed below. <br />Bicycle, Pedestrian and Trails Committee, 4th Monday 6:30pm <br />The Bicycle, Pedestrian and Trails Committee advises the Parks and Recreation Commission <br />and the City's Traffic Engineering Division on bicycle, pedestrian and trail related items. The <br />Committee reviews and prioritizes potential projects, provides input on policies related to <br />bikeways and trails, and promotes community education and awareness regarding non- <br />motorized forms of transportation. The committee members include: one Planning <br />Commissioner, one Parks and Recreation Commissioner, one Youth Commissioner, one <br />Pleasanton police officer, one Zone 7 staff, one EBRPD staff, and six At-large members. <br />Heritage Tree Board of Appeals Committee (as-needed basis) <br />The Heritage Tree Board of Appeals Committee is made up of one Parks and Recreation <br />Commissioner and two Planning Commissioners. Meetings are usually held (when needed) <br />on Wednesday, from 6-7:00 p.m. They take place at the request of a property owner when <br />the City cannot find justification based on the City’s Tree Preservation Code Section 7.16 to <br />issue a permit. <br />Public Art Selection Sub-Committee (PASS) (as-needed basis, Fridays, noon) <br />The PASS committee reviews, evaluates, and comments on proposed public art pieces. The <br />Committee meets monthly as pieces are available for review. Prior to meeting, PASS <br />Committee members are emailed the proposed public art pieces and given time to review the <br />piece and its proposed location. The PASS committee meets in person and at the different <br />proposed sites for public art. Committee members include Civic Arts Commissioners, Parks <br />and Recreation Commissioners, community arts groups, and city staff. <br />Page 11 of 12
