<br />if included) <br />Submitted On: <br />May 5, 2025, 11:24PM PDT <br />Meeting Type Regular Meeting at 7 p.m. <br />Agenda Item Number 10 <br />Comments I am concerned about militarization of the Pleasantan Police <br />Department (PPD), in particular, its use of equipment like the Ballistic <br />Tactical Transport. I urge the Council to reject the current use <br />statement/policy for this armored vehicle in the PPD's AB 481 Annual <br />Report until modifications have been made to create limits including <br />the following: <br />1) PPD should not be allowed to call its armored vehicle, formally <br />called a Ballistic Tactical Transport (BATT), a "rescue vehicle;" <br />2) the vehicle should not be paraded at community events; and <br />3) any deployment or use of the vehicle must be clearly specified, <br />strictly limited, and adhere to principles of de-escalation. <br />In 2022, PPD used the BATT in the killing of Cody Chavez. An <br />investigation by the Alameda County District Attorney found PPD's <br />militarized response "troubling" and concluded that Mr. Chavez's <br />"death might have been avoided" were it not for the Department's <br />failure to de-escalate. <br />In light of these critical issues, PPD must amend its AB 481 report <br />and resubmit prior to Council approval. <br />
